Which Phone Numbers Can Receive SMS Verification Codes?
Only 12 countries support SMS on a virtual phone number, so only numbers from those countries can receive SMS verification codes: Australia, Belgium, Canada, Lithuania, Netherlands, Poland, Puerto Rico, South Africa, Sweden, United Kingdom, United States, United States Virgin Islands. A number from any other country is voice-only or unavailable and will never receive an OTP, whichever provider you use.

Why can't most countries receive verification codes?
SMS on a virtual number is not a software feature a provider can switch on. It depends on the local carrier and the national regulator supporting text messaging for that class of number. In most countries that support simply does not exist, so numbers there carry voice service only — you can make and take calls on them, but no text will ever arrive.
This is why searching for a “free Turkish number for SMS” or a “Chinese number for verification” leads to sites that cannot deliver. DialAnyone re-checks carrier stock daily and lists only what it can actually sell.
What should you use instead?
A US or UK number. Both receive SMS from the widest range of services, both work from anywhere in the world with no residency requirement, and both are private to you rather than shared, so codes are not lost to blacklisting.
