Mobile networks — MEO, Vodafone, NOS, and NOWO — occupy their own 9X ranges (91 for Vodafone, 93 for NOS, 96 for MEO being the most common), though number portability has blurred those associations. Lisbon landlines begin with 21; Porto uses 22; the Algarve runs on 28 and 28x. Freephone 800 numbers won't connect from outside Portugal. The Azores and Madeira use 292 and 291 respectively — archipelago numbers that sometimes catch foreign callers off guard when they appear in a contact list without context. Personal contacts in Portugal almost universally use mobile as their primary number, while businesses and government offices maintain geographic lines. For long calls to companies or institutions, that 21 or 22 line is worth seeking out.

Timing and Cost Tips for Portugal

Portugal shares a time zone with the UK — Western European Time, UTC+0 in winter and UTC+1 in summer — which makes it the westernmost major continental economy and an hour behind most of Europe in standard time. August is the critical dead zone: Lisbon and Porto offices run with reduced staff or close entirely as workers head south to the Algarve or north to the Minho. If a call to a Portuguese company goes unanswered in August, it's the calendar, not the line. Landlines to Lisbon and Porto businesses cost less per minute from most international services than Portuguese mobiles, and since corporate culture in Portugal still puts landlines on business cards, finding that 21 number is usually straightforward. Portugal Day on June 10 brings closures, as does the local patron saints' season in June, when Lisbon (Santo António, June 13) and Porto (São João, June 24) both see extensive shutdowns.
