No. DialAnyone cannot currently issue Belize (+501) numbers to anyone, resident or not, because there is no purchasable number inventory in Belize. You can still call Belize at per-minute rates from anywhere, and use a US or UK number to receive verification codes.

A US or UK number. Both receive SMS and verification codes, both work from anywhere in the world, and both are private to you. You can also call Belize directly at per-minute rates without holding a Belize number at all.
What about sites offering free Belize numbers?▼
Those are shared public inboxes on recycled numbers. Every message is visible to anyone who loads the page, the numbers are widely blocklisted, and they disappear without warning. They are unsuitable for anything you intend to keep.
