Can a Foreigner Get a Phone Number in Kosovo?
No. DialAnyone cannot currently issue Kosovo (+383) numbers to anyone, resident or not, because there is no purchasable number inventory in Kosovo. You can still call Kosovo at per-minute rates from anywhere, and use a US or UK number to receive verification codes.
