Can a Foreigner Get a Phone Number in Myanmar?
No. DialAnyone cannot currently issue Myanmar (+95) numbers to anyone, resident or not, because there is no purchasable number inventory in Myanmar. You can still call Myanmar at per-minute rates from anywhere, and use a US or UK number to receive verification codes.
