Greek landlines remain in active use, particularly in households with older residents and in offices, so they're not a dead channel. What you will find, though, is that many Greeks screen unknown international numbers on mobile and let calls go to voicemail on the first attempt. A Greek voicemail that goes unanswered is not necessarily a rejection — a second call a few minutes later often connects.
