Timing, cities and local context
Mongolia's mobile numbers are eight digits and dial directly after +976 without an area code. Fixed lines require an area code: Ulaanbaatar uses 11, and various aimag centers have their own two-digit codes. A number formatted as +976 11 XXXXXX is a Ulaanbaatar landline; +976 9XXXXXXX or +976 8XXXXXXX is almost certainly mobile. The three main operators โ MobiCom, Unitel (G-Mobile), and Mobicom-network Unitel โ have 8 and 9 prefix ranges for their mobile services, though number portability has loosened the strict carrier-to-prefix mapping over recent years. Outside Ulaanbaatar, where roughly half the population lives, mobile coverage is the practical reality; ger-district communities and provincial centers rely entirely on handsets. A contact in a rural aimag will have a mobile number and nothing else. One hazard: Mongolian SIM turnover is high, and a number that was live six months ago may have been reassigned โ a message before calling to confirm the number is still active saves misdirected calls.
Ulaanbaatar runs at UTC+8, Hovd in western Mongolia at UTC+7 โ a detail worth knowing if your contact is based in the west. From Europe, the overlap is thin: end of the European business day aligns with late evening in Ulaanbaatar, so early morning calls from Europe catch Mongolia mid-afternoon. From the US, calling the previous evening works well. The Naadam festival in July (11th through 13th, with surrounding days) is Mongolia's major national celebration โ offices empty, families travel to the countryside, and calls go unanswered for days. Tsagaan Sar, the Lunar New Year in late January or February, is equally significant and equally disruptive to business availability. Landlines in Ulaanbaatar cost less to reach than mobiles; for any business with an 11-area-code number, that's worth using for longer calls. Mongolians are accustomed to foreign callers given the mining and NGO sectors, so an unknown international number isn't automatically suspicious.
