The three major carriers — Tigo, Personal, and Claro — each occupy their own 09X range, though that distinction matters more for local roaming costs than for an international caller. Landlines carry a regional area code: Asunción uses 21, Ciudad del Este uses 61, Encarnación uses 71. Fixed lines are an urban and institutional layer; personal contacts in Asunción may have a landline at home, but anyone outside the capital is almost certainly mobile-only. One quirk worth knowing: some businesses in Paraguay list a Tigo fixed-wireless number that looks structurally like a mobile — it will cost you more per minute than a geographic landline, so a 021 number from a company's official contact page is your cheaper option.
Paraguay keeps UTC-4 in standard time and UTC-3 during daylight saving (October to March in the Southern Hemisphere), which creates a seasonal shift in the gap with North America and Europe that's easy to miscalculate. The working day typically runs 8 AM to noon, then resumes around 2 PM until 5 PM — the midday siesta break is real and observed, so calls placed between noon and 2 PM Asunción time often go unanswered.
