Mobile prefixes are the practical distinguisher: numbers starting with 7 are Telkomcel, while 7 and 8 ranges cover Unitel as well, and the split isn't always predictable without checking current allocations. What's certain is that landlines are almost exclusively found in government offices and a handful of established businesses in Dili; reaching an individual at home via a fixed number simply isn't how Timorese communication works.
