Landlines use city codes: Hanoi is 24, Ho Chi Minh City is 28. Both cities migrated to eight-digit local numbers in 2018, so any seven-digit Hanoi number in an old contact list needs a leading 3 inserted. For calling in, mobile is overwhelmingly where people answer, but businesses still maintain landlines as the published customer-facing number. One distinction worth noting: Zalo, a Vietnamese messaging app, carries more everyday communication than WhatsApp among locals, and a missed call often prompts a Zalo reply.
